The conclusion is that it's a reverse frog-in-boiling water effect. Jai-alai gradually went from hot to cold without any obvious alarm event.
It's almost a sick joke. A gambling business that is trying to compete against casinos, powerball, etc, without offering any possibility of the exact thing that gamblers want - a really big hit.
