Ok, here's your explanation:
Eng. 59 = 3,604 runs/year
Eng 70 = 2,431 runs/year
If you took one of those engines O.O.S. that would result in 6,035 runs/year for the one engine company you leave in service in that house - thus making them the busiest company in the city. Add to that the fact that politics comes into play. When firehouses are closed alderman notice - they don't want to hear that their constituents are being served by a new firehouse that serves what used to be two still districts, they want to hear that services have not been reduced.
Keeping two engines in service in a combined firehouse is not because of ISO ratings. Replies:
