There is an offshore sports book (Jazz Sports) that got hammered on last years NFL season and their solution was to not pay most people. The sportsbook labeled most of their winning players as "Non-Recreational" and withheld their winnings and closed their accounts. The sportsbook claimed that this is stated in their Terms of Service.

Lots of players lost all their money and there's not much any of them can do about it because the book is located in Costa Rica.
