How the hell did they give these great spots to candidates and undercut the guys that have been putting the time in for years to earn them? A lot of guys were waiting on the next vacancy order to make their move. Then bam a bunch of candidates get assigned to 15 year spots as luck of draw. Just one more way to demoralize the rank and file.
