It happens every night it seems...

One or two teams get seeded with $20 or $25 across the board in W/P/S. Then, at game time, the money is taken out. I assume someone is trying to manipulate the pools to get others to play what are usually the longshots.

How and why is this legal? In the old days, you couldn't get bets cancelled. You could figure this was wrong track betting, but it seems to be centered on the favorites every game. And it seems to happen at least a couple of times every night.

Not sure what the point is--there is really not much money to be had there to begin with.
