I think a 'dry drunk' is someone who's recovering alcoholic but is still a belligerant asshole like so many drunks become, talking without a filter.

Like trump saying publicly he's glad his prosecutor is dead. Richard Nixon was considered an asshole but even he didn't make public statements when his nemesis prosecutor Leon Jaworski had died.
