That’s not exactly hard to do. Having certs and being able to implement them are two vastly different things. Look at some of the “certified firefighters” on this job. They’ve got a cert but a lot of them can’t carry their own weight. Hell, take a look at half the command staff. They have certs and are still useless. Deputy Deputy comes to kind amongst a laundry list of others.
