You certainly could cancel or change a wager before you left the window. I have done it.
There are contradictions though:
From Dania 1988:
Mutual tickets once issued may not be exchanged, but then at the end of the paragraph (after a bunch of stuff about lost or destroyed tickets, etc) it says "Any claim by a person that a wrong ticket has been delivered to him/her must be made before leaving the mutuel window"
From a Miami Jai-Alai program in 1995:
Wrong Tickets: "Any claim by a person that a wrong ticket has been delivered to him/her must be made before leaving the mutuel window" Florida administrative code 7E-6007(S) this means mutuel tickets cannot be changed or cancelled after leaving the windows.
There was nothing in the 1995 program about not being able to be exchanged.
