Nice try, but it appears as though you don't quite have what it takes to pull off that argument. To start with, it Sec. 1.14, not 1.13. Next, if he was acting under 1.14, what help did the police request and which members were detailed to help the police by which commanding officer? You see, you can't cherry pick parts of orders, you have to follow them all; and this guy was out of our box. He would do well to just 'fess up to the truth: that he got carried away due to adrenaline and did not make the right choice. You insult our intelligence by pretending that we are supposed to strike patients when the police are not arresting them as fast as you want.
