paper bag on tree?

I just took a photo of what looks like a small paper-like bag attached to the trunk of a hawthorne bush. There are a couple of snails crawling on the branches nearby and a lot of dead ones underneath. I don't know how to attach the photo. Does anyone know what the sacklike thing is?
