Its not really the government Russ, but various agencies that are connected some. They did this back when moose started to get seen in Massachusetts. They told us when we reported one that there were no moose this far south, only far northern Vermont and new Hampshire. We must have seen a horse that had escaped. Same with bear at that time. Took them quite a while to admit they were around. Got hard to deny when a few started wandering residential neighborhoods. Moose don't hide well. There have been a small number of cougars around right along. The evidence is there, but they choose to raise the bar as to what is a "confirmation" when you come up with tracks, etc. Now you need a dead animal, DNA, AND a picture. Then they say its someone's escaped pet (CT press release right after cat hit there). They mean well, but its not like an X files. Its just stubbornness and the typical academic hate of admitting they are wrong.
