Why are these agencies stonewalling?

Weather,
Are all these agencies refusing to acknowledge the existence of breeding cougar population because somehow it might impact their constituency, the hunting crowd? Are they concerned that acknowledging the presence of cougars is going to put a limit on deer hunting or logging?

I assume there is some economic interest at stake that they are trying to protect (even though wildlife observations brings in ten times more income than hunting).

Would you mind giving your thoughts about this?
