They never upgraded their energy infrastructure so as to sell oil to China because China, if you are a real political scientist, know is building a 3000 Silk Road project. USo that is why RUssia and China made an energy deal worth 450 billion. They say they will use a record amount of concrete. ( 4% of all co2 comes from concrete production and drying. And record amounts of asphalt. So much for #####ing about Trump and the Paris accords.
So now the Russians and the Chinese are moving into the Latin America area. They say trade with these two have harmed these countries manufacturing sectors. More latter.
