Looking at the picture, it doesn't look like that ship has nearly enough lifeboats for all of the passengers. (I checked and found that the Royal Princess cruise ship carries 3,600 passengers, plus 1,500 crew members)
However, I checked further on google and found that current law requires a ship to carry enough lifeboats/liferafts for 125% of the people on board. (6,375, in the case of the Royal Princess).
