I've never gone down to the sea in a sewer pipe, but from what I know about depot level maintenance, the Navy just can't issue a job order to a private shipyard without first having licensed qualified workers who've passed tests to work on submarines. And then there's a matter of security clearance involved. Simple solutions to complex problems rarely work out.
