I prefer to think the stress of command got to him. There is such a thing as burn-out. An admiral doesn't suddenly go off the deep end unless he's experiencing the sort of job-related stress that causes him to "clutch.". The CNO should replace him and let him retire without having to face courts-martial.
BTW, you can buy a Margarita machine at Bed, Bath, and Beyond.
