Earlier FDR decided to station the pac flleet at pearl harbor the COSINCPAC ADM Richardson came to FDR attempting to get the fleet moved to the safer West Coast where it was normally based, FDR fired Richarson and replaced him with ADM Husband Kimmel who ended with the end result of the move.
FDR had to know what would all the restruictive trade action taken against Japan trade would cause
