Ask the exempt who is getting f#@%d. They pay in but receive overpayment back when they retire. See pension news letter for EID, error in deduction. It's the surviving spouse of the member that either benefits or loses out. Brass bill gives 75% to widow when the exempt member dies. When non-exempt members dies, the spouse now gets 50% of what they were getting.
