Don't think the author explained the impact very well, so looked for a few other articles.

His comment underscores the ugliness of the whole legalized gambling situation. The government gets to decide who is allowed to have a gambling license, which gives the favored parties a huge advantage over those who are excluded. At the same time, the government is giving implied consent to the licensed operations to ban those who might have the skill to actually win.
So the operators get two big edges.
1 - quasi-monopoly protection from free market competition,
2 - the right to block people from winning, apparently with no questions asked.
