I believe you want to hit the little gear icon on the video and adjust subtitles/cc options.
Here is what Google said about it:
"To choose the closed caption (CC) language for a YouTube video, you can use the settings menu in the video player. This allows you to select a different available language or use the "Auto-translate" feature.
On a computer
1. Play the video you want to watch.
2. Click the CC button to turn captions on.
3. Click the Settings gear icon in the video player.
4. Select Subtitles/CC from the menu.
5. If multiple languages are available, you will see a list to choose from. To use an automated translation, click Auto-translate and select your desired language from the list. [1, 3, 4]
On the YouTube mobile app (Android or iOS)
1. Open the video you want to watch and tap the screen to see the player controls.
2. Tap the Settings gear icon in the top-right corner of the video.
3. Tap Captions.
4. From the menu, select your preferred language. If the video creator has not provided captions in that language, you can choose Auto-translate to generate them."
