Nothing. It has been suggested citywide OT would lead to a mass exidos from the downtown companies. Lol who cares? The answer to that is, have an online system similar to CPD where you bid for OT based on the available days. You look online the shift before and see Truck 3, 1st shift will have 3 firefighter openings. The three spots are open to the entire city and whoever has the highest seniority will work the OT. Why is this so difficult to do?
