Key Characteristics
Purpose: It targets "economic coercion"—situations where a non-EU country uses trade or investment restrictions to force the EU or a member state into specific political or economic concessions.

Trump has threatened to impose 10% tariffs (rising to 25% in June) on eight European nations—including Denmark, Germany, and France—unless they agree to negotiate the sale of Greenland to the United States.
How It Is Activated
Investigation: The European Commission has up to four months to investigate whether a foreign action constitutes coercion.
Determination: The Council of the EU then has 8–10 weeks to formally determine if coercion exists through a qualified majority vote (rather than unanimous consent), making it harder for a single member state to veto action.
Countermeasures: If negotiations fail, the EU can then fire its "bazooka" by imposing the severe economic penalties mentioned above.
