Where was retro mentioned? Last contract city gave covid as a reason for small raises even tho economy leading up to and during our expired contract, things were booming. Now, after alder-persons big raises last few years, we will get hit w tiny raises and "pandemic" claims again. Testing most definitely should be addressed, discipline is only a problem if you break the rules.
