Plummer died because we have a department that does not care; does not train; and is complacent. Why was he leading out alone? Where the hell was his Officer? Why did no one know where he was at for an extended period of time? Why was he on the wrong radio channel? Somewhere along the way, our department forgot that the Officer is responsible for the people under his command.
