I’ve been around a little while. You’re right about 213 being a largely administrative position. However, it is the position responsible for ALL exempt promotions and the fundamental knowledge and experience that SHOULD be attached to those positions. If 213 doesn’t have that fundamental level of knowledge and experience, how would she recognize it the people she is promoting? Answer: she can’t, she doesn’t, and she hasn’t.
