In order to have a confirmation, evidence should be inspected in situ by a representative of the relevant state wildlife agency. One reason is that hoaxes far outweigh actual evidence of cougars in the East.

So if you find possible cougars tracks, photograph several of them, not just the best one. Cover some of the tracks to protect them from the weather. Show your track photos to agency (email them?) ASAP so they can be inspected.
