All of the above notwithstanding, I still think it is worth taking into consideration the excerpted comment (see below) from the string at the bottom of Page two.
"..However, as pointed out in Bill Hoover's example below, using the electoral vote approach, a candidate could win the presidency when winning only 12 states--which is still a lesser number of states required than the 13 required when using the popular vote approach.
(This sort of debunks the notion that whereas the popular vote approach doesn't allow the voices of the small states to be adequately heard, the electoral vote approach does allow the small state voices to be adequately heard)..."
