So if it’s an EMS department (which it is) than it would reason to avoid areas (4th and 5th districts) where there is limited OT and more EMS

The transfer orders within the last 5 years have reflected this shift. Just watch when the Jan order comes through in March. 15 year spots are taking 5 years now.
