In this day and age you expect a non-fire department member, or even an off-duty member, to help or assist us do our job? What are you talking about? Don't put the blame on someone who took a video - the entire world does this millions of time each day, often in situations worse than this fire. Put the blame on the performance of those on the scene.
And just what do you think that a civilian was going to do in this situation - run down to the hydrant and ask the engineer if he had any clue what he was doing or show him how to send the tank water?
