Well...not really. If he released the letter at that time, he could have been brought up on Union charges since the President has the sole responsibility to release communications to the membership. Everything you read on the blast, is with the Presidents approval. Why now? Well, the gloves are off and showing Jimmy's true colors since he's running against him.
