That rejection was by a few that the FWS scurried together to find something to reject it on. The big point was that the scat may have been from "domestic cats" aka house cats. It was pointed out later that the private participants did not take any scat less than 1.5 inches, kind of precluding a house cat. Plus the area was not near any residences anyway. The state then repeated the scat collection, submitted them, and the results were the same. So the "rejection" got "rejected". At some point people have to admit what is there, and that they are not escaped pets. Does anyone see a pattern here yet? Basically you cannot confirm a cougar lol, and a population? How dare you!! We cannot be wrong!!
