Well grasshopper brings up a great point though. They can just say its "not native" and all is well. They have (for a short time left anyway) protection in place for the "eastern cougar", which probably never existed anyway. That subspecies designation was put in place in the mid 1800's before they had any means to do such a determination anyway.
