Unless there is a body the officials will always say officially it (the track) is inconclusive. THe field guy knew what he saw enough so to send it in for official review. My belief is that they want to minimize alarming the locals who would not know how to proces the fact a large carnivore just passed through their tow, with the officials knowing the cat was just moving through the area and not hanging around. Every reported case is going to be a dance show in the press by the officials. Just look to Rhode Island to see what it took to get the officials to acknowledge that a cougar killed a deer.
