It looks like I made a mistake in calculating the number of States Clinton would have had to win by popular vote in order to win the presidency. Re-calculating more carefully, and again using the 53%/47% rule, it looks like she would have had to win only 13 States by popular vote (rather than the 24 I had originally calculated); this, as opposed to the 14 states required to win the presidency in my electoral vote example.

However, as pointed out in Bill Hoover's example below, using the electoral vote approach, a candidate could win the presidency when winning only 12 states--which is still a lesser number of states required than the 13 required when using the popular vote approach.
(This sort of debunks the notion that whereas the popular vote approach doesn't allow the voices of the small states to be adequately heard, the electoral vote approach does allow the small state voices to be adequately heard).
