Re(3): Electing the President by National Popular Vote

An interesting phenomenon.

Looking at the map of Blue States vs Red States in the 2016 presidential election, and the populations involved, I calculated that it would have taken approximately 24 out of the 25 of those Blue States (48% of all the states) in order for Clinton to have won the popular vote. (Assuming 53% over 47% for Clinton in each of the Blue States, and the same percentages for Trump in the Red States---By the way I did a laborious estimate of what the popular vote would have been if there had been a 53% over 47% rule used, and found that my estimated popular vote outcome came very close to the actual popular vote--with Clinton winning by 500,000 more votes using my estimate).

However, as can be seen in the following table, a President can be elected by electoral votes when winning only 14 states (28% of all the states):
